What are the approved policies and guidelines of the Training Accreditation Council?

All RTOs must comply with the following policies and guidelines as part of their Registration Agreement with the Council:

Guideline on Protection of Fees Paid in Advance
This Guideline outlines the Training Accreditation Council definition of 'fees paid in advance' and is intended to assist RTOs in determining how they manage the collection fees paid in advance. RTOs are required to adopt one of the options that has been approved by TAC in order to meet compliance with the Condition of Registration.

At Risk RTO's
While the majority of WA RTO's have made a significant commitment to establishing and maintaining their obligations under the AQTF, from time to time RTOs are identified as presenting a significant risk due to their high level of non compliance with the Essential Standards for Registration. In these circumstances the Council and/or the Department of Education and Training may implement a range of risk responses to minimise risks to students and protect publicly funded training outcomes.

The risk responses are outlined in the Council's Risk Management Policy For At Risk RTOs and the Joint Risk Management Policy in Receipt of Public Funding.

VET Ministerial Guidelines
Under Section 13 of the VET Act 1996, the Minister has issued Guidelines to the Council relating to the policy to be implemented and the procedures to be followed in undertaking its functions under the Act. The Ministerial Guidelines were updated in February 2008. To view the Guidelines, click on the above link.

Policy on Change of Legal Entity of a Registered Training Organisation
When a registered training organisation is, for example, sold or taken over in a range of circumstances, this results in a change in the legal entity that is responsible for the conduct and management of the organisation and it is necessary for the new organisation to apply for registration. Policy on Changes within Registered Training Organisations
The Training Accreditation Council needs to be informed of any changes to a structure or operation of a training organisation with the Council.

Nationally Recognised Training Logo Guidelines
The NRT logo is similar to Australian National Training Authority’s (ANTA’s),with both having a triangular shape and the same colours. However the descriptor (the words) under the triangle are different. Both logos are registered trade marks. To view the guidelines, click on the above link.

New Trade Skills Recognition Policy
The VET Act 1996 provides TAC with a Skills Recognition function which the Council exercises to grant trade qualifications.  TAC is the only body able to issue trade certificates to people who are not indentured as Apprentices in Western Australia.

RTOs can apply to offer trade skills recognition service. The Trade Skills Recognition Application Guidelines cover all aspects of the trade skills recognition process, seeking documented agreed responsibilities of each collaborating organisation in provision of services, in line with the requirements of the candidate, industry and the AQTF.  A pamphlet to assist RTOs in applying to TAC for approval to offer trade skills recognition services is available by clicking here... Records Management Guidelines
The AQTF requires registered training organisations to have effective administrative and records management procedures in place for the retention, archiving, retrieval and transfer of student and assessment records. For more information and to view the guidelines click on the above link.

TAC Logo Guidelines
To protect the value of the logo for all registered training organisations, it is important to use the logo in a way that preserves its integrity and meaning as a symbol of nationally recognised training.  The brochure provides guidelines of how you can represent the logo, as well as bromides for your use in reproducing the logo.  To view the guidelines, click on the above link.
