How do I apply to become an RTO?

To become a Registered Training Organisation, you must apply to the Training Accreditation Council.

TAC will only accept registration applications from organisations where the head office is located in Western Australia, or where the majority of the intended delivery and assessment is in WA.

The requirements for the application process including the application forms and supporting evidence are outlined in the Initial or Renewal of Registration Application Guide which can be downloaded by clicking on the link.

The application process requires you to:

  • provide a profile of your organisation;
  • detail the type of training your organisation proposes to deliver; 
  • sign a registration commitment;
  • provide documentary evidence to support your application; and
  • pay an application fee.

How do I apply to deliver training in other States and Territories?

Under national recognition arrangements, a Western Australian Registered Training Organisation can deliver training in other States and Territories or overseas provided that:

  • the qualifications are within your scope of registration; and
  • all the appropriate facilities and resources are available in the other state or territory to deliver training.

To proceed, you must advise the Training Accreditation Council 21 days before commencing training in the other state/territory by completing the RTO3 form - Notification of National Recognition (delivery in other States/Territories/Overseas)

To complete the process, the Office of the Training Accreditation Council will:

  • update the details of the interstate delivery on the National Training Information Service (NTIS) and
  • inform the relevant state/territory registering body to verify and forward the Western Australian registration details.

Registered Training Organisations (RTOs) should check the NTIS to confirm that the national recognition process has been completed.

When providing training in more than one state be aware that each state or territory has its own legislative and licensing requirements with which you have to comply. Contact the relevant state or territory Industry Training Advisory Body (ITAB) to determine any special requirements.  To apply for government funded contracts to deliver training in another State or Territory, contact the funding agency in that jurisdiction.

 

Can an RTO from another state or territory operate in Western Australia?

A training organisation may only be registered with one state or territory.  However, a RTO may apply to deliver and or assess in all other states or territories.  

RTOs outside WA must notify the Registering/Course Accrediting Body in their own state or territory before delivering in WA.



How do I apply to deliver training to overseas students in Australia?

Under co-operative regulatory framework between the Australian, State and Territory Governments, the designated authority in Western Australia is the Department of Education Services.

The Department of Education Services assesses and monitors the registration and re-registration of international education providers and courses.

Delivering Vocational Education and Training (VET) to School Students

More and more, vocational education and training is being delivered to school students, either on site or at the premises of a Registered Training Organisation (RTO), and contributes to the achievement of their Western Australian Certificate of Education.

For VET to be delivered to school students, the school must be registered as a Training Provider with the Council, or, as is more common, have a formal partnership arrangement with a Registered Training Organisation.

For a school to become a Training Provider it must meet the same requirements that apply to RTOs. Refer to the Initial or Renewal of Registration Application Guide.
