Community Services Strategic Industry Audit – Final Report

The Council has released its final report on the Community Services Strategic Industry Audit for qualifications in the community services, aged care, disability and home and community care sectors in Western Australia.

The Community Services Strategic Industry Audit (SIA) was conducted between May and July 2021 and involved a total of 16 TAC RTOs with one or more of the following four qualifications on their scope of registration:
  • CHC33015 Certificate III in Individual Support;
  • CHC42015 Certificate IV in Community Services;
  • CHC43015 Certificate IV in Ageing Support; and
  • CHC43115 Certificate IV Disability.
The SIA investigated specific issues identified during stakeholder consultations including online delivery and the quality of training undertaken in VET delivered to secondary students (VDSS) and traineeship pathways.

The SIA outcomes were positive with 13 of the 16 RTOs achieving compliance at main audit. Of note, there was strong evidence of industry engagement by RTOs and that the outcomes of this engagement were reflected in RTO training and assessment strategies and practices to ensure industry expectations were met.

While there were non-compliances identified at main audit in three RTOs, no systemic issues were identified. The non-compliant RTOs all achieved compliance following the standard rectification period.

Overall key findings of the SIA indicate that RTOs are meeting the requirements of the training package and are deeply engaged with the community services sector to ensure industry expectations are met in training delivery and assessment. RTOs are to be commended on the good results achieved in the SIA.

Based on the outcomes of the SIA, the Council will undertake strategies to showcase RTO good practice in industry engagement and training delivery models which contribute to quality VET outcomes, and within 12 months of the SIA, undertake monitoring audits of those RTOs found significantly non‑compliant at main audit, to ensure those RTOs continue to meet their compliance obligations.
