Focus on Quality: TAC Regulatory Strategy 2019-2021 The Training Accreditation Council (TAC or Council) has released its
Focus on Quality: TAC Regulatory Strategy 2019-2021 informing RTOs and VET stakeholders about the priority areas that will be the focus of regulatory efforts over the next two years. Priority areas have been determined from evidence obtained through data analysis and intelligence gathered from audit activity and engagement with stakeholders. The Regulatory Strategy outlines the specific focus areas the Council has identified as posing the highest risk to the quality of VET and the regulatory actions to monitor those risks and ensure they are minimised. The Strategy outlines risk focus areas across three categories: 1. Training Products - continued scrutiny of qualifications linked to the Training and Education Training Package, in particular the Certificate IV in Training and Assessment
- training linked to the issuance of the construction industry’s ‘White Card’
- training linked to the issuance of heavy vehicle licences, high risk work licences and security licences
- ongoing monitoring of training and assessment practices in the health and community services sector including first aid
2. Standards for RTOs - amount of training – Clauses 1.1 and 1.2
- assessment – Clause 1.8
- trainer and assessor competencies – Clauses 1.13 – 1.16
- third party arrangements – Clauses 2.3, 2.4, 4.1, 5.2, 5.3, 5.4, 8.2 and 8.3
3. VET Pathways - VET delivered in secondary schools
- apprenticeships and traineeships

TAC’s Risk Framework is an Education Program that supports RTOs to build VET capability and understanding of their obligations in relation to the Standards.
