TAC Policies, Guidelines and Education Program
The Council is committed to providing information, including through its education program, as a key strategy to encourage and promote compliance amongst RTOs and the WA VET sector.
 
The Council has established itself as a key contributor to professional development in WA, and there has been significant expansion and success in its program of delivery to the VET sector over recent years.
 
Professional development opportunities offered as part of the TAC Education Program include workshops, webinars, and fact sheets. These resources provide RTOs with practical information to support their business and improve their understanding of and compliance with the Standards for RTOs. 
 
An extensive suite of policies, guidance materials and education workshops and webinars are available on TAC’s website.
 
RTOs are encouraged to check the website regularly to ensure referencing the latest versions of published material.  
 
 
Reminder - Annual Declaration on Compliance
The Annual Declaration on Compliance for RTOs registered with TAC is due by 30 September 2020 for the 2019/2020 financial year.

RTOs that do not submit an annual declaration by the due date may be deemed to be non-compliant with Clause 8.4 of the Standards for RTOs.
 
 
Reminder – Third Party Arrangements
Clause 8.3 of the Standards for RTOs outlines the requirement for RTOs to notify TAC of any written agreement entered into for the delivery of services on its behalf.  RTOs need to notify TAC within 30 calendar days of the agreement:
  • being entered into or commencing (whichever occurs first); and
  • the agreement coming to an end.
RTOs are reminded to review their scope of delivery in the RTO Portal regularly and ensure that where a party is providing a service on their behalf that this is listed against the training product. 
 
RTOs should notify TAC of any changes by completing the ‘RTO3 Notification of Third Party Agreement’ form which is located under the Application Forms tab in the RTO Portal.
 
The Council has published a Fact Sheet providing guidance to RTOs about what constitutes a third party arrangement and RTO responsibilities regarding third party arrangements.

New Council Members
In July 2020 the Minister for Education and Training appointed Ms Lyn Farrell and Ms Barbara Brown as members of the Training Accreditation Council replacing outgoing members Miss Janelle Dawson and Ms Debra Goostrey.   
 
Ms Farrell has significant experience in the VET sector with over 25 years’ experience at a senior level within higher education, TAFE and private training providers and has experience in managing training providers. Ms Farrell is currently the Dean, South West Campus, Edith Cowan University, Bunbury.
 
Ms Brown has considerable experience in the VET sector with over nine years’ experience in senior roles including practical expertise in the management of a training provider. Ms Brown is currently the Project Officer, Regional WA, WA Police Force.

Review of Skills, Training and Workforce Development
On 21 May 2020, Premier Mark McGowan and the Minister for Education and Training Sue Ellery jointly announced an urgent review of skills, training and workforce development in response to COVID-19’s impact on the workforce in Western Australia. 
 
The report on the review is now available. It sets out a targeted training and skills roadmap for Western Australia's economic recovery, and outlines the observations and recommendations of the review team.
