Welcome to the September TAC Update

The Training Accreditation Council has a strong reputation for its expertise, experience and balanced regulatory approach. The principles of this approach are identified in the TAC Risk Framework.

The Framework specifies TAC’s:
  • strategies to gather data and intelligence to inform decision making;
  • analysis of data to identify both systemic and provider risk; and
  • transparent, responsive and proportionate regulatory responses (for example, audits or RTO surveys, educative strategies).
The Council is undertaking a review of its Risk Framework and invites RTO feedback on the document.  Feedback should be submitted via email and respond to the following questions:
  • How does your RTO use the information contained within the TAC Risk Framework?
  • What are the strengths of the TAC Risk Framework?
  • What are the limitations of the TAC Risk Framework?
  • Is there anything missing that you believe should be included?

Focus on quality 

New Standards for Accredited Courses

Accredited courses meet national course design standards and following a review of existing standards, Skills Ministers’ endorsed the AQTF2021 Standards for Accredited Course​s.

Course developers and owners are advised that following an amendment to the Vocational Education and Training (General) Regulations 2009 [WA], the commencement date for the new standards for course accreditation with the Council came into effect on 10 September 2021 and replaces the AQTF2007 Standards for Accredited Courses. 

Changes to the Standards include:

  • the addition of monitoring and evaluation processes;
  • alignment of assessment and unit of competency requirements;
  • updating the course document and unit of competency template; and
  • updating outdated references and aligning definitions.

Course accreditation applications submitted after 10 September 2021 must meet the requirements of the AQTF2021 Standards for Accredited Course​s.

TAC Annual Report 2020-2021 

Following its tabling in Parliament in September 2021, the Council's 2020-2021 Annual Report is now available to view on the Council's website.
Outlined within the report is Council's approach to regulation, achievement against key priorities and information on the regulatory responsibilities under the Vocational Education and Training Act 1996 and the Standards for VET Regulators 2015.

Transition Extensions

 At the 292nd meeting in September 2021, the Council agreed to extend the transition periods for:

  • Five qualifications from the Community Services (CHC) Training Package
  • Five qualifications from the Information and Communication Technology (ICT) Training Package
  • 52707WA Graduate Diploma of Dermal Therapies 
  • 52709WA Graduate Diploma of Cosmetic Nursing

Course Accreditation updates  

Council accredited the following course:
  • 52888WA  Advanced Diploma of Applied Electrical Engineering
    (Power Industry) to 30 September 2026.
Council re-accredited the following course:
  • 52889WA  Diploma of Civil and Structural Engineering to 30 September 2026.

TEQSA resources - in response to the release of 
Respect@work: Sexual Harassment National Inquiry Report (2020)

RTOs play an important role in the prevention of sexual harassment and safe guarding student wellbeing by providing timely and appropriate responses to complaints, including allegations of sexual harassment.

While the Standards for RTOs do not provide specifically for complaints of sexual harassment, it does require RTOs to have in place a complaints policy and practices (clause 6.1).

The Tertiary Education Quality and Standards Authority (TEQSA) has moved to support higher education providers to foster safe environments and support students by providing resources and good practice models to assist in preventing sexual harassment and providing response. These resources may provide a useful tool for RTOs in the VET sector in establishing their responses to these issues. The resources can be accessed via the following TEQSA webpage.

AISC National Industry Insights Report - National Skills Overview 2020 - 2021

The Australian Industry and Skills Committee (AISC) National Industry Insights Report (NIIR)
is a collection of skills, training, employment and labour market information and analysis, by industry sector. It also includes a National Skills Overview, which examines cross-industry insights.
The resources support IRC's in designing and developing training packages to meet the current and future skills needs of industry. Stakeholders can access the reports interactive tool to review specific industry and sector data.

Skills Reform surveys

As part of the Quality Reforms agreed by Skills Ministers to raise the quality of training delivered in the VET sector,  the Commonwealth Government Department of Education, Skills and Employment have released the Consultation draft of the VET Workforce Quality Strategy.
